Discussion subject: Federal Transport Minister Scheuer and Federal Chancellor Merkel

Bund-Chancellor Angela Merkel (CDU) has announced a federal economic stimulus program that focuses on innovation and sustainability. “In the next week we will decide on an economic stimulus program that should help the economy to get back on its feet and grow,” said Merkel on Saturday. “The art will be to do it in such a way that we can give innovation and sustainable business a boost at the same time, that we also become strong in future fields.”

The top of the grand coalition will meet on Tuesday in the Berlin Chancellery to discuss the economic stimulus package to stimulate the economy in the Corona crisis. The ideas of the CDU, CSU and SPD sometimes differ widely.

In her weekly video message, Chancellor Merkel recalled that the federal government reacted very early to the severe economic slump that the pandemic meant for Germany with huge aid programs. “Since March we have been able to support companies, help the self-employed, and keep millions of people in their jobs.”

More money for the train

Federal Transport Minister Andreas Scheuer (CSU) is entering into negotiations with the proposal for a 28 billion euro economic stimulus package “Investment in the future of mobility”. The focus of this package is on investments in digital infrastructure and in rail transport, according to media reports from a paper available on Saturday, which was first reported by the newspapers of the Funke media group.

Scheuer suggests investing 8.5 billion euros in digitization. The corona pandemic has made it clear how important a well-developed digital infrastructure is, according to the paper. A sustainable broadband and mobile network expansion is now necessary. To this end, the digital fund should be increased by at least three billion euros; For a “quantum leap” in network expansion in favor of the new ultra-fast 5G mobile communications standard, a further five billion euros are required.

Scheuer wants to promote the climate-friendly rail transport with “targeted and fast-acting economic stimuli” totaling 2.6 billion euros. One billion euros is to flow into the increased digitization and modernization of the rail network by 2022, 750 million euros to make the stations more attractive. According to the paper, a further 800 million euros are earmarked for the promotion of rail freight transport. The state-owned company Deutsche Bahn is to receive EUR 5.5 billion for an equity increase this year and next due to the loss of sales in the Corona crisis.

In the paper, Scheuer also advocates that the federal government should participate in the rescue package for local public transport – the federal states had put the loss of income here at at least five billion euros. Coach companies are to receive 170 million euros.

The Ministry of Transport puts the additional funds for road construction in the proposal at around 2.5 billion euros. Scheuer wants to fund innovative drives and alternative fuels with 1.9 billion euros. The money will also be used to expand the tank and charging infrastructure, hydrogen and fuel cell technology, and synthetic fuels.
